Policies and procedures are rules or guides for action. They are statement of the company or department's objectives and principles for doing business. They are intended as a guide for personnel in getting their jobs done.
Competancy demonstates the persons knowledge and ability to perform the duties established by the policy and procedures of the department.

If you require the doors to be lock after hours I would just include that in your after hours policy and procedure I would not have a separate one for the lock doors. I have mine included in my after hours policy.
