Certification Question

I was a CPD tech 2 for almost 20 years. I havnt worked since 2004. Now i'm ready to go back to work but they require certification. Does anybody know if you can take the test/exam when you are not employed at the time? I saw on the application form that they require your manager or supervisor to sign your application. Any info would be appreciated. Thanks
